They are pampered and spoiled and fawned over until they actually believe that they are better than everyone else. They end up having no concept of actions having consequences. Dog-fighting is very popular in the ghetto. Vick is a prime example of the idea that you can take the man out of the ghetto, but you can't take the ghetto out of the man.
