That would be Munchausen by Proxy… or as the list says when the sufferer will "feign the illness in another person – usually going so far to cause them harm to perpetuate the myth in order to gain sympathy for themselves."
It can occur in parents but also has been seen in cases with doctors and nurses who hurt their patients as well. Usually the intent is not to kill, rather to create the image of severe illness, but sometimes the need to create this illness to derive sympathy for the sufferer can lead to death of their victim.
Sometimes people can confuse Munchausen and Munchausen by Proxy syndrome (as Scrubs likely did) but the key difference is whether the person is hurting themselves or someone else.

I thought Munchausen Syndrome was a disorder which made parents kill their children? Such is what it said on Scrubs XD
