While I am not a huge fan of cartoons - adult or otherwise, I have seen most of the ones on this list and do have many fond memories of watching cartoons as a child. I hope this list will be a nice trip down memory lane for many of our readers!
Production Period: 1991-2004
Channel: Nickelodeon
Following the life of a group of toddlers, Tommy, Chuckie, Phil, Lil, and Angelica, and later Dill this is the longest running series on Nickelodeon with 14 years, and has earned a star on the Hollywood walk of fame. It has spawned 2 different series, All Grown Up, and Angelica and Susie’s Pre-School Daze; and 3 movies, The Rugrats Movies, Rugrats in Paris, and Rugrats Go Wild.
Production Period: 1990-1992
Channel: Cartoon Network
Based in Acme Acres, the show takes place at Acme Looniversity a school where young cartoon characters (most of which resemble a classic Warner toon) are taught how to become funny by a faculty of the popular Loony Toones characters. The show lasted 98 episodes and created 2 spin-offs, The Plucky Duck Show and Pink, Elmyra, and the Brain.
Production Period: 1993-1997
Channel: MTV
First airing as a short film featured on Liquid Television, Beavis and Butt-head are a pair of teenagers who spend their days with sarcastic conversations, bad ideas, and (brutally) critiquing music videos. Beavis and Butt-head lasted 7 seasons and put out 1 movie. It is considered a classic piece of 90’s youth culture and the MTV Generation.

Channel: Kids WB
Starring the Warner siblings, Yakko, Wakko, and Dot, the Animaniacs was a variety show style cartoon usually consisting of anywhere from 1 to 3 segments. Though the most notable are the Warner siblings, there was a wide variety of characters with each pair or set acting in its own plot.
Due to a large audience of adults, making up over 20% of the viewers, The Animaniacs led to one of the first Internet-based fandom cultures. The show lasted 99 episodes, put out the movie Wakko’s Big Wish, and spawned another successful cartoon Pinky and the Brain.
Production Period: 1991-1996, later 2003
Channel: Nickelodeon, later Spike TV
This series follows the duo of the neurotic asthma hound Chihuahua Ren, and simple minded Manx cat Stimpy as they get caught in nonsensical adventures. The show’s violence and scatological humor, along with slow production times, led original creator John Kricfalusi to be fired in 1992. Games Animation took over in 1993 with a “lighter, gut funny type of show” instead of “truly frightening” episodes. In 2003 Kricfalusi re-launched the series as Rend and Stimpy “Adult Party Cartoon” on Spike-TV. This new version explored more adult themes, including a more explicitly homosexual relationship between the two main characters, and produced only 3 of 9 promised episodes before being removed.

Set in Megakat City, Chance “T-Bone” Furlong and Jake “Razor” Clawson are members of a paramilitary law enforcement agency called the Enforcers, that due to objecting orders have been forced to guard a city salvage yard. Hiding their identity and using homemade vehicles so they don’t get in trouble with the Enforcers, they become vigilantes and protect the city. There were 2 seasons, airing 25 episodes. It was eventually cancelled with 3 unfinished episodes, due to its violence.
Production Period: 1991-1994, later 1996-1999
Channel: Nickelodeon, later ABC
“Doug” follows the journal entries of Doug Funnie, who writes about his daily misadventures with his dog Porkchop, best friend Skeeter, and the other characters from the town of Bluffington. After 4 seasons and 52 episodes on Nickelodeon, he show was bought in 1996 by Disney, and aired on ABC. Releasing it as “The Brand Spanking New! Doug”, and later “Disney’s Doug”, the show many noticeable changes, and was far less popular with old audiences. Disney produced 3 seasons, and 64 episodes. A movie was also spawned by Disney, entitled “Dougs First Movie”.

Channel: Nickelodeon
Arnold is a fourth-grader who lives with his Grandma and Granddad in a boarding house in the fiction city of Hillwood (which highly resembles New York). Arnold is often caught up in a predicament, or helping a school mate with a personal problem. Originally a comic started in 1986, a claymation episode got it picked up by Nickelodeon, where it was formed into cel-animation and had 5 seasons and 100 episodes. In 2003 they released a movie named “Hey Arnold!: The Movie”

Channel: Fox Kids
Staring the original early 90’s comic cast drawn my Jim Lee, the cartoons follows the same story line as the comics. Along with loosely reproducing famous story lines and plots of the original series, it also created episodes that dealt openly with mature social issues, though mostly in subtext. This is one of the longest lasting shows on Fox Kids running 5 seasons and 76 episodes, second only to Batman, and is also one of Americas most viewed and highest rated morning programs in history.

Channel: Nickelodeon
Following the wallaby Rocko, and his surreal life in the city of O-Town, the cartoon was laced with double entendres, sexual innuendo, and written by a guy who had little to no experience with cartoons or kids. The shows success mostly came from the fact that it was aimed at kids and their parents, and every story was “funny” and “strong”. The animation was very unique, with no parallel lines, hand painted backgrounds, odd colors, and oddly shaped anthropomorphic animal characters. The original writer and creator Joe Murray could no longer continue the constant work and handed the show off to someone else after the 3rd season, but still reviewed every episode. Even though Murray encouraged the show to continue, they stopped after the 4th season, with 52 episodes behind it.

Wow, its been FOREVER since I saw some of these. I actually have every episode of Ren and Stimpy though. Loved taht show even had a farting Ren doll (I think it was Ren havent seen that thing in ages).

no Ninja Turtles? dunno if they started in the 80’s or not though….but they were my hero’s when I was a kid in the early 90’s
And I would have thrown the Simpsons in there too. I know they started at the end of the 80’s but had their heyday in the early-mid 90’s. Some of the funniest and most creative humor ever put into cartoon form.
Good list though and yeah, it was a trip down memory lane. Those were just a few notable omissions i thought up.

the rugrats should probably be towards the bottom, it had several big hit movies made to go along with the tv show and is one of the few out of that last that still runs today

Holy moly, I love all these shows! Especially Doug, Hey Arnold, and Rocko’s Modern Life!!! Such great memories of afterschool viewings. Great list!
Also, I was thinking the same thing, where’s Batman: The Animated Series? Or the Powerpuff Girls (which is late 90’s, I know, but stil 90’s)? Or the Genddy Tartakovsky classic Dexter’s Lab?

WOW!! I was just thinking 2 days ago about some of these shows and how I wish they would come back….especially Doug, Hey Arnold, and Rocko’s. This could easily be a list of Joe Blackk’s favorite cartoons of his life time LOL.AS i was going down the list, I could see myself at a different age with each mentioned show….The only cartoon nowadays that can hold a candle to these classic shows, in my opinion, and are on the same caliber as far as kid’s cartoons, is spongebob Squarepants. GOD I REALLY MISS THE 90’s. let’s get some damn re-runs!!! AWESOME AWESOME LIST!!

I grew up on cartoons (mostly Hanna Barbera cartoons) and I learnt my English from them so cartoons mean a lot to me. I really liked Arnold, Doug and Rugrats.
I hated Beavis and Butthead though.

I remember coming home from school to watch Rescue Rangers, Duck Tales, Tail Spin & Darkwing Duck…That was a free 2 hour babysitter for my mom.

Excellent List Tri-gun.
I was well into adulthood when these particular cartoons aired. And for that I am forever grateful. Much of the humour would have been wasted on a kid. I’d elbow mine out of the way to watch Ren and Stimpy, Rocko’s Modern Life (good pick for #1 by the way), Doug and Animaniacs.
But wait! Where is The Tick? I loved the big blue idiot and his cohorts. Very adult themes. Well almost perfect Trigun

Just wanted to mention that the Ren and Stimpy Adult Party Cartoon DVD has all nine episodes on it, for anyone who is interested in seeing them. One of the funniest DVD’s I’ve ever bought, but certainly not for the kids.

Great list, I loved Rocko, R&S, Animaniacs, and the X-Men.
I would have put some of the Cartoon Networks cartoons on this list, like Dexter’s Lab, Powerpuff Girls, Johnny Bravo, and Samurai Jack.

I’ve seen almost all these shows. I was an adult in the 90s, so I may remember them differently than most of you here. My personal favorites from those listed are Beavis and Butthead, Ren and Stimpy and to a lesser extent Rugrats, Rocko’s Modern Life and Hey Arnold.
For some reason I watched and enjoyed several episodes of Cat-Dog (that was the 90s wasn’t it ?)
However, my personal favorites are not even listed here. The Simpsons and Southpark. The list just doesn’t seem legit, in my eyes, if those 2 shows are not included. Of course I was watching as an adult. I have a feeling a lot of parents would not have allowed their kids to watch Southpark, since, of course, its not for kids.

Great list. I loved every single one of these back in the day!!!
BUT I’m impressed by your lack of Cartoon Network classics, like Dexter’s Lab and Powerpuff Girls.
I also agree with the (MANY) people who feel Batman: TAS is missing from the list.
But we can’t forget about Superman: TAS either!
And what about some Disney classics like DuckTales and Darkwing Duck???
The following, however, AREN’T 90’s cartoons, even though they were pretty popular during that time (so that makes it ambiguous):
-Ninja Turtles (Started in 1987)
-The Simpsons (shorts on the Tracey Ullman show started 1987, primetime premiere 1989)

Btw the list was ordered by the IMDB rating, not the most accurate maybe, but it was something.I obviously couldn’t have watched every cartoon and most of these were ones I was familiar with. I did however take suggestions on the forums, so if they weren’t mentioned by anyone there they couldn’t have been that great. Maybe check out the forums for some other upcoming lists if you want to be more involved btw. Simpsons I debated about if it should be added or not, and ended up leaving it off because it was technically in the 80s and it’s popular enough still today that it really doesn’t even need remembering. Ninja Turtles were in the 80s and so were Chip and Dales Rescue Rangers.
If I left off your favorites as a kid, i’m sorry it’s a list of 10 and I couldn’t get everything.

I watched all the Cartoon Network cartoons too, IMDB had very low scores for them though, and they all started late in the 90s and ran for most of 2000 so I didn’t bother adding those types. I did think about them though.

I have seen every one of these and I was a huge fan of Doug, Rocko’s Modern Life (Don’t say ‘I’ say ‘we’! We…we? You said ‘wee-wee’, say it again! Weeeeee-weeeee.) and X-men. When I was younger, Ren & Stimpy and Beavis & Butthead were hilarious! Then I grew up. I never got into SWAT kats. Animaniacs and Tiny Toon Adventures were also great.
I remember Earthworm Jim, the Tick, and Freakzoid. Loved those ones, too, but they didn’t last very long, maybe 3 seasons.

I remember vividly watching the Rugrats every time it was on (I still can’t believe I watched a show of infants when I was 10, 11, 12 years old), Hey Arnold was sweet even though I still have not seen the movie; I would watch Doug and his secret love affair with Patty Mayonnaise, and his best friend Skeeter; I have every X-Men: The Animated Series on DVD; and Animaniacs (those are the facts!). I’m 18 and I feel old!

You stopped me at SWAT Kats. Sure, it was good, but on a list of “The 10 Most Popular 90’s Cartoons?” Especially outranking Animaniacs, Tiny Toons, and Ren & Stimpy?!
The fact that some posters had to ask what it was had to give a clue.
I agree that you left off: The Tick, Batman: The Animated Series, Frekazoid, Gargoyles, Darkwing Duck, SOUTH PARK!! Heck, you could’ve even had Pinky & The Brain in its own right.
I’d say The Simpsons, even if the first episode premiered in 1989, with the rest airing since then. The same argument could be said of Futurama & Family Guy, whose first seasons were in 1999, but continued to be popular in the 2000s.

I watched all of them except 2 and 5. Rugrats was better before they had Dill and the “All Grown Up” stuff. Ren and Stimpy was one of my favorite shows. I loved the rude humor. Doug was better on nickelodeon than ABC. Rockos Modern Life IS one of my favorite shows. More cartoons I would include in this list are The Angry Beavers, Aaahh!!! Real Monsters, and maybe The Simpsons.

I had a dream about Rugrats just a few nights ago. It was weird since I haven’t seen it in years. But it made me kind of nostalgic and I was glad to see some of my absolute favorite shows in the entire world on here.

ouch. although I am familiar with many of these cartoons, the ones that where shown exclusively on cable televison where only revealed to me when i went to my friend’s houses’ that had cable!
i used to jog-wait, no…RUN…no… I believed I FLEW home to watch the Batman series… full of innuendoes, amazing villans, fables, sexy antagonists,(I loved “Harley”, the Jokers’ main squeeze) and a beautiful film noir style of animation that complimented my interest in the X-Files.
Unfortunately, I have begun to watch the re-runs of Scully & Mulder’s investigations, and life has taught me so much since I was a teen, that I can’t believe I was ever so enthralled (niave?) with this show when I was younger.

I think about cartoons far more than the average person. And I have to admit I have not thought about Swat Kats in YEARS.

1: Change the title to “non-prime time 90’s cartoons”.
2: Why the hell isn’t Batman: The Animated Series on this list? That show ran for three seasons, won multiple awards, put Fox Kids on the map and was a landmark for American animation that paved the way for more mature cartoons.
3: Disney’s Doug was better than the Nickelodeon version. The Disney version was smarter, funnier, deeper and more mature. I’ve never really understood why most people consider the Nick version superior. But then it’s really not fair to compare the two because they were aimed at different age groups.

My kids rule the TV in our house.
I liked Hey Arnold and Rugrats best, didn’t care a whole lot for Rocco. Watched a lot of Catdog too.

I wholly agree with the choice for #1. In the 90s, Nickelodeon had the best cartoons, with a lineup consisting of Ren & Stimpy, Angry Beavers (I liked it!), Doug, Rugrats, AHHH!!! Real Monsters!!! (EPIC!) and of course, Rocko. However, things turned sour with the debut of CatDog, which was total crap. Then they piled more cement into the downhill shopping cart as they came out with Fairly Oddparents and more live-action shows, though I greatly miss Are You Afraid of the Dark? The 90s was a great decade for TV. Just ask MTV LOL!!!

i would like to agree with this list, but i cant. swat cats was not popular, ever. thats probably another reason it didnt last 3 seasons. and, hello, THE SIMPSONS? that has to be on this list. batman was more popular than the xmen series too.
i wish i could have added trigun to this list, as its my favorite anime, but it wasnt ever on television in the 90s. kudos on the name though

Just for the record, TMNT was ’80s and Simpson started in the ’70s on the Tracy Ulman Show. This is a ’90s list only. So where’s Gargoyles? Surely it ranked higher than Rugrats. It still has a cult-like following, fourteen years after it started.

Simpsons first broadcast on Ullman in 1987. Their own show in 1989. Surely they count as “1990s” for spanning (and defining) that decade.

While I would have included The Simpson’s as #1 on the list, it still was fun to remember these moldy oldies. Animaniacs was brilliant, simply brilliant… Pinky and the Brain, Rocko’s Modern Life,such fun! Although it’s not a favorite of mine, I was surprised not to see Spongebob Squarepants - most of my friends still watch that one whenever they can. I’ll show my age and say that my favorite cartoon growing up was Rocky and Bullwinkle. That was another one for kids on one level and adults on another. Cartoons RULE!!!

Rocko’s Modern Life, Hey Arnold!, and Animaniacs were my favorites. I hadn’t even remembered Rocko until I saw it at number 1–excellent, thank you! There are some episodes on YouTube (or were) and it’s one of the only cartoons from that era that is still funny to me now, when I’m in my early 20s. The others, coincidentally, are those on the list above. Classics!

Great list!! It’s very sad however that nearly all of these cartoons are rarely aired anymore and now have BEEN REPLACED WITH TOTAL CRAP!!!!!!! But these were all great cartoons. But where are the Pokemans, or any of the classic Cartoon Cartoons shown on the CTN.

Bravo for Rocko’s Modern Life! I think that was the only cartoon that my mom would actually sit down and watch with me. I think she enjoyed it as much as I did!
And yes, Nickelodeon’s Doug was infinitely superior to the ABC version. I remember my friends and I being excited for its return and then instantly disappointed. He even wore a different outfit! Lame.

I loved Hey! Arnold, Rugrats, Animaniacs, and Tiny Toons. They were all great. I only watched Rocco occasionally and it was a good show also.
Vera Lynn: I am not sure on the exact time frame but School House Rock has been around since at least the 70’s. I was born in the late 60’s and I remember seeing School House Rock during the Saturday Morning cartoons while I was growing up. Sigh, we were so deprived back then we only had cartoons on Saturdays. No all cartoons all the time channels for us back then LOL

wow. rocko’s. . that was quite a show. i remember when rocko and fillburt were arguing, someone knocked on the door and they both yelled, “WHAT THE HEllo, misses bighead.” hahahaha! it was then and there when i started to look for “hidden meaning” (later known as double entendres and sexual innuendo) in all shows. rocko’s and the animaniacs were full of ‘em. i love ‘em.

Couldn’t help but have rugrats theme song running through my head as soon as I saw the picture. Anyone else? Great list, although there will always be debate about most popular shows i guess. Starting a conversation with “Do you remember *insert fav show name here*” always results in very animated (pun intended) discussion and debate about which shows were best. So many of my favs are on the list, although I never really got into Beavis & Butthead and Ren & Stimpy - a bit too weird/gross for my taste. I also loved watching Captain Planet and Pinky and the Brain. Narf zoik!

I’ve never heard of swat kats myself…
other than the aforementioned the list is great. Other cartoons I recall are Recess, Ahh Real Monsters, Garfield, TMNT, Pokemon, Gumbi (although it probably doesn’t count as a cartoon), Arthur, Dragon Tales from PBS (taught me how to whistle). I’ve been a long time reader and this list actually reaally lured me in, enough to post a comment. :]
They should make a list of 90s shows with people in them haha (don’t know the technical term). Power Rangers, Are You Afraid of the Dark, Goosebumps, and zoom, definitely a list I would look forward to.

it doesnt matter that the simpsons started in 1989…the title of the list isnt most popular 90’s cartoons that began in the 90s. the show ran throughout the entirety of the 90s, and its best episodes were right in the middle of the decade. if i said, the simpsons was one of the most popular cartoons of the 90s, would you stop me and say “no it wasn’t, it started in 89″? the fact that it began in 89 doesn’t stop it from being one of the most popular show, let alone most popular the most popular cartoon, of the 90s.

alright list, some i wouldnt even let my dog watch, but hey, its from someone else’s perspective, i thought “Pinky and The Brain” would atleast over ride The Rugrats, i would have included a couple that started in the 80’s running into the 90’s like “Thunder Cats” and the old school “Transformers” which had a little more imagination to it and correct me if i’m wrong, but i have a vague recolection that there was even early animations of Spiderman and Batman.
all the cartoons like Beavis and Butt-head, Ren and Stimpy, and Animaniacs will always be classics in my mind with the X-Men not far behind.
oh, and how could you forget Itchy and Scratchy, the Simpsons may not be on the list, but thats how i learnt to disimbowel and skin a cat.

Just wanted to point out that Ren & Stimpy was actually created prior to 1990 by John K. I remember my junior/senior year of high school my friends watching skits. I assume it was part of another show like the Simpsons were on the Tracy Ullman show. I don’t know what network it ran on or show it was a part of, but it didn’t gain popularity until it hit Nick.
