Top 10 Corrupt Countries

This list is taken from the Transparency International Corruption Index of 2006. The scoring is from 1 – 10 with the lower score being the most corrupt. The source of the index is polls and surveys from 21 independent institutions. Only verifiable data is accepted for inclusion. The index includes 163 nations.
10. Equatorial Guinea – 2.1 [Wikipedia]
Equatorial Guinea is one of the smallest countries in continental Africa. The current president of Equatorial Guinea is Teodoro Obiang Nguema Mbasogo. The 1982 constitution of Equatorial Guinea gives Obiang extensive powers, including naming and dismissing members of the cabinet, making laws by decree, dissolving the Chamber of Representatives, negotiating and ratifying treaties and calling legislative elections.
Diplomats and even ministers have been caught smuggling drugs, sometimes using diplomatic bags and even the president’s baggage on state trips. The incumbent president has never equalled the bloodthirsty reputation of his uncle, Francisco Macías Nguema whom he overthrew. On Christmas of 1975, Macías had 150 alleged coup plotters executed to the sound of a band playing Mary Hopkin’s tune Those Were the Days in a national stadium.
9. Uzbekistan – 2.1 [Wikipedia]
Uzbekistan is a doubly landlocked country in Central Asia, formerly part of the Soviet Union. It shares borders with Kazakhstan to the west and to the north, Kyrgyzstan and Tajikistan to the east, and Afghanistan and Turkmenistan to the south. Uzbekistan possesses the largest military force in the Central Asian region, having around 65,000 people in uniform.
Much of Uzbekistan’s GDP growth comes from favourable prices for certain key exports, especially cotton, gold, and increasingly gas, but the revenues from these commodities are distributed among a very small circle of the ruling elite, with little or no benefit for the populace at large.
8. Bangladesh – 2.0 [Wikipedia]
The People’s Republic of Bangladesh is a country in South Asia. It is surrounded by India on all sides except for a small border with Myanmar to the far southeast and the Bay of Bengal, part of the Indian Ocean, to the south.
The Prime Minister, as the head of government, forms the cabinet and runs the day-to-day affairs of state. While the Prime Minister is formally appointed by the President, he or she must be an MP who commands the confidence of the majority of parliament. The President is the head of state, a largely ceremonial post elected by the parliament. However the President’s powers are substantially expanded during the tenure of a caretaker government, which is responsible for the conduct of elections and transfer of power.
7. Chad – 2.0 [Wikipedia]
Chad is a landlocked country in central Africa. It borders Libya to the north, Sudan to the east, the Central African Republic to the south, Cameroon and Nigeria to the southwest, and Niger to the west.
Chad’s constitution provides for a strong executive branch headed by a president who dominates the political system. The president has the power to appoint the prime minister and the cabinet, and exercises considerable influence over appointments of judges, generals, provincial officials and heads of Chad’s para-statal firms. In 2005 constitutional term limits were removed. Most of President Deby’s key advisers are members of the Zaghawa ethnic group, although southern and opposition personalities are represented in government. Corruption is rife at all levels.
6. Democratic Republic of Congo – 2.0 [Wikipedia]
is the third largest country by area on the African continent. It borders the Central African Republic and Sudan on the north, Uganda, Rwanda, Burundi, and Tanzania on the east, Zambia and Angola on the south, and the Republic of the Congo on the west.
After 4 years of interim between two constitutions that established different political institutions at the various levels of all branches of government, as well as different administrative divisions of the country, politics in the Democratic Republic of the Congo are settling into a stable presidential democratic republic. The transitional constitution established a system composed of a bicameral legislature with a Senate and a National Assembly. The Senate has, among other things, the charge of drafting the new constitution of the country. The executive branch is vested in a 60-member cabinet, headed by a pentarchy of a President, and four vice presidents.
5. Sudan – 2.0 [Wikipedia]
Sudan is the largest African country by area. The country is situated at a crossroads between the Horn of Africa and the Middle East. It is bordered by Egypt to the north, the Red Sea to the Northeast, Eritrea and Ethiopia to the East, Kenya and Uganda to the Southeast, Democratic Republic of the Congo and the Central African Republic to the Southwest, Chad to the West, and Libya to the Northwest.
A letter dated August 14, 2006 from the Executive Director of Human Rights Watch found that the Sudanese government is both incapable and unwilling to protect its own citizens in Darfur and that its militias are guilty of crimes against humanity. The letter added that these human rights abuses have existed since 2004. Some reports attribute part of the violations to the rebels as well as the government and the Janjaweed. The US State Department’s human rights report issued in March 2007 claims that “All parties to the conflagration committed serious abuses, including widespread killing of civilians, rape as a tool of war, systematic torture, robbery and recruitment of child soldiers”

Guinea is a nation in West Africa, formerly known as French Guinea. Guinea’s territory has a curved shape, with its base at the Atlantic Ocean, inland to the east, and turning south. The base borders Guinea-Bissau and Senegal to the north, and Mali to the north and north-east; the inland part borders Côte d’Ivoire to the south-east, Liberia to the south, and Sierra Leone to the west of the southern tip.
Guinea has had only two presidents since independence was declared on October 2, 1958. Retired general Lansana Conté took control of the country in 1984 in a coup d’état after the death of Sékou Touré. Conté was elected to rule as President in 1993, then again in 1998 and 2003 while promising to reform the country. But the validity of these elections is contested, since Conté has guarded his position and has not tolerated potential adversaries.

Iraq, is a country in the Middle East spanning most of the northwestern end of the Zagros mountain range, the eastern part of the Syrian Desert and the southern part of the Arabian Desert. It shares borders with Kuwait and Saudi Arabia to the south, Jordan to the west, Syria to the northwest, Turkey to the north, and Iran to the east.
Since the the invasion in 2003, a Multinational coalition of forces, mainly American and British, has occupied Iraq. The invasion has had wide-reaching consequences: increased civil violence, political breakdown, the removal and execution of former president Saddam Hussein, and national problems in the development of political balance, economy, infrastructure, and use of the country’s huge reserves of oil
2. Myanmar – 1.9 [Wikipedia]
Myanmar is the largest country by geographical area in mainland Southeast Asia. It is also known as Burma. Myanmar is bordered by the People’s Republic of China on the north, Laos on the east, Thailand on the southeast, Bangladesh on the west, and India on the northwest, with the Andaman Sea to the south, and the Bay of Bengal to the southwest.
Its political system remains under the tight control of the State Peace and Development Council, the military government led, since 1992, by Senior General Than Shwe. The Burmese military has dominated government since General Ne Win led a coup in 1962 that toppled the civilian government of U Nu. Several human rights organizations, including Human Rights Watch and Amnesty International, have reported on human rights abuses by the military government. They have claimed that there is no independent judiciary in Myanmar. The military government restricts Internet access through software-based censorship that limits the material citizens can access on-line. Forced labour, human trafficking, and child labour are common.

is a French and Creole speaking Latin American country located in the Greater Antilles archipelago on the Caribbean island of Hispaniola, which it shares with the Dominican Republic. A former French colony, Haiti became the first independent black republic and the only nation ever to form from a successful slave rebellion. Haiti became the second non-native country in the Americas (after the United States) to declare its independence, on January 1, 1804.
Haiti has recently undergone a state of transition following the forced ousting of President Jean-Bertrand Aristide on February 29, 2004. The circumstances surrounding his departure from office are disputed. René Préval was elected president in his place on February 7, 2006, and took office in May of that year. Préval has promised to bring peace and stability to the country.
Just out of interest, the top 5 least corrupt nations are Finland, Iceland, New Zealand, Denmark, and Singapore. The USA appears as number 20 least corrupt on the list with a score of 7.3. The entire index can be read here.

You forgot to list the USA, where the constitution, the bill of rights, and the justice system has been made a joke off for the last 8 years. Citizens are under surveillance and scrutinized based on their race, billion dollar deals are given to companies profiteering from real wars caused as a result of fake reasons. The television, radio, and published media gives those in power a blind eye, and citizenry have fallen prey to perverted church and governing leaders.

In reality, there is nothing wrong with Uzbekistan. Just that Uzbekistan’s internal and foreign affairs does not meets the US’ policy in the Asia.
Ex: They deported George Soros because of his affairs with NGO against the government…

Jango: the data is all modern – if we went back in history virtually all western countries would have to be on the list – Germany for the Nazis, Great Britain for its atrocities during the building of the Empire, France for the bloody revolution… The list is endless!

hmm… I am surprised that Philippines is not here, considering that Philippine economics never became good due to the corrupt government. Lots of people are dying of hunger in this country, and terrorism in the south part called Mindanao cannot be stopped. In the city, you will see tall, awesome buildings, and beside them are depressed areas.
Not corrupt enough? Come to Philippines and see, but be sure not to look foreigner to be safe.

Very interesting list. I’m surprised, however, that Afghanistan didn’t make it. Also, Zimbabwe, Pakistan, Saudi Arabia, Rwanda, Nigeria, The Philippines, or Mexico.
Come to think of it though, corruption is rife on every region of the planet.

We all are forgetting a major point over here.
The fact is, every place has their problems, no matter whether its Bangkok or its Los Angeles. An American can say, my country sucks, but for a Nigerian, US would be his dream, because his country sucks him, then when the American would get to Nigeria, he would really know what US is all about.
In my humble opinion, half of the problems we are facing is because of population, and in the near future with the numbers increasing, the problems will increase significantly.
Corruption is just a part of the standing on one country/community with another. You need to bribe your teacher for getting your marks in Somalia, but you can’t even think about it in Denmark.

I don’t get why these countries are corrupt. From my understanding, Iraq is on this list because they hate us and thats why we invavded them in the first place. Why I’m not getting is why these other countries made the list. From the way I see it, Iraq isn’t a bad country. A specific nation can be corrupt because both the people and the government are corrupt. If a nation’s government is corrput but not the people or if a nation’s people are corrupt but not the government, then it’s not a corrupt country. Iraq’s government is bad but I don’t think all of the people are. As a matter of fact, most countries aren’t bad.

something that said”He is betraying our friends (Cuba, Katanga, Portugal) and befriending our enemies (Russia, Yugoslavia, Poland)
Personally, I think the person who made this person is somewhat of a jackass because John F. Kennedy didn’t commit any of the crimes listed one the poster. He never betrayed our friends and befriended our enemies. Cuba, on the other hand, was never our friend and still isn’t because their communist. I have no idea what Katanga is but I know Portugal is definitely our friend as is Saudi Arabia, Hungary and some others. Russia, Yugoslavia and Poland were our enemies because they were communist. Their only no longer communist. Polands our friend now. Russia isn’t and I’m not sure if Yugoslavia ever was.

i agree with cheater and mina. anthony, they’re not beetle-minded or so, i think they are just much aware than you are. there are so many scandals and negative things about the president, just look at the rice shortage, the price hike of gasoline, i mean, when i was younger the jeepney fare only costs 2.50 pesos and now 9.50?? just look at how it increased since i think 8 years ago, i mean, yeah well, it sure does increase, but how come this much? and the lrt fare? it used to be 1 peso because the lrt runs because of our taxes! why should they fine us that much if we are paying for its operation.. what do you think?

I’m quite impressed that Brasil is not on the top 10. It is of common knowledge that nearly every politician here is corrupt. Every month we have a new scandal involving misuse of government funds to buy R$500,000 cars and to pay for family vacations, and that is one case among several others.

David, Brasil is regarded by differently by different people,geographicaly speaking it is part of latin america but culturaly it is slightly different. it does have a latin culture but it also has a culture that is very different to the rest of south and central america, and obviously if you follow the official definition it is’nt. What I can say though is that Haiti deffinitley is not a latin american country, especialy as it is a fromer french colony.

I’m surprised Sudan is only 5th on the list. I am an activist for Darfur(a region in Sudan where a Genocide is taking place)and it is the Sudanese government that is systematically killing its people(giving arms to a group called the Janjaweed to kill ,torture, and rape it’s own people). This is the first time in history that the United Nations is calling a humanitarian crisis a Genocide while it is still happening, and still little is being done!!!
Al Bashir must be stopped.

People with power are all corrupt,. Presidents before Marcos and Arroyo here in the Philippines I should say are more corrupt.. Here, from a simple community Leader is corrupt, up until to those simple security guards at the Government offices.. People from Government Offices here are hired not because they are worth for the Job, Because they are relatives of people who are in the position.. I’m proud to be a Filipino, and it fuckin sucks that some people will just ruin the true essence of being one just because they are fuckin CORRUPT!

haizzz! I agree with you Alexis… but why are those people keep on telling that the Philippines is # 1? well, see the world as a whole, don’t only see the Philippines as a single corrupt country in the planet… instead of staring and blaming each other, why not be productive enough to change the image of our beloved country?
I also noticed that most Filipinos are blaming only the president for corruption… excuse me, corruption is much practiced by most gov’t leaders in the lower branches of the gov’t (municipal and provincial) and other departments like DPWH, etc…

anthony: You’re correct. Most people here in the philippines, actually majority, blame the president for their current socio-economic conditions whereas these people are heavily dependent on aid. They don’t even try to work their asses off.
The president is not the one should be blamed. Actualy we, filipinos, should stop blaming anyone at all. Why not cooperate. I know there are still some infested roaches in the government still words without action shall do nothing. Ducks Quack, Eagle Soar…

I was surprised that the Haiti is the no. 1 in the top 10 list in the most corrupt countries, but still I am curious with that country, I’m hoping by God’s grace I can visit that even in my dreams. anthony, actually, i am not in the Philippines currently…I am working abroad since your beloved president was too “effective” in solving the unemployment situation in the philippines…
six years I have worked outside the philippines… can u just imagine how much i have contributed in paying the taxes everytime i send an allotment from my salary to my family back there? i am somehow instrumental in strengthening the nation’s economy… now u don’t get to call me a liability…
i have read mateo’s comment… but it won’t influence me for what i believed in…

the president is just a single person and the population of the Philippines is more than 80million+…
so what do you expect? she will call the unemployed one by one and give a work?
well, i think you should ask yourself why are you abroad? Have you done something to uplift yourself? Did you do your best in your education to be able to be competent in any field of work?
One thing more, are you aware that the 3 branches of the Philippine gov’t(executive, legislative & judiciary if you don’t know) are in equal footing? so i think you should ask the Congress or the legislative body to enact laws that will lessen the unemployment here in the Philippines… there are many politicians there compared to a one president whom many are blaming.

I’m not surprised at Uzbekistan being on the list, I am surprised however, that they are lower then I thought they would be. The government is a crock of… well. I’m sure you get the point. Human trafficking, Islam sadists, almost/no freedom of speech, religion, press…Etc. The ‘president’ has been ‘re-elected’ how many times now? Over a ten year term. Huh. No, not fishy at all right? Now, I am not the most patriotic person in the US, I have a tendency to want to migrate to Canada really, but you do not know the horrors of these other countries unless you have lived there, unless you have researched without any specific views or bias, you know nothing.

Using the link that was provided at the end of this list, I checked and as of 2008’s report, Somalia is THE most corrupt country with a score of 1.0.
I used the link to see where Somalia fell in the scheme of things, due to the recent high profile this country has held in the news media.
Their piracy has become an epidemic, victimizing countries both rich and poor alike, with no government response to the rest of the world.
I had no doubt that the country would be in running for most corrupt.I was surprised though to find that it has become the number 1 MOST corrupt country.
