Cartoons would not be cartoons without an evil villain! Presented below are ten of the worst from cartoons throughout the ages. If you feel that there is a villain missing from the list, be sure to speak up! Onwards… the top 10 cartoon villains:
10. Bluto Popeye
Bluto is the arch enemy of Popeye and, like Popeye, wants to do the dirty with Olive Oyl. Despite having a superior strength to Popeye, he is usually beaten because of the super strength Popeye gains through eating spinach. There are some cartoons that show Popeye and Bluto as friends and Navy buddies, with Bluto usually turning on Popeye when an object of interest (usually Olive) is put between them.
9. Dishonest John Beany and Cecil
Dishonest John is dressed like a Simon Legree character, and he is constantly scheming to foil Beany and Cecil’s adventures. His catch phrase is a sinister “Nya ha ha!”. Whenever Dishonest John’s schemes are revealed to the heroes, Cecil tends to respond with an aghast “What the heck! D.J., you dirty guy!”. Not only is he evil as Dishonest John - but he becomes the supervillian Bilious Beetle who has a big stinger and can fly under his own power! He also occasionally appears in the mechanical squid “Billy the Squid” which he uses to trick Beany and Cecil. Dishonest John was the inspiration for the AC/DC song “Dirty Deeds Done Dirt Cheap”.
8. Cruella de Vil 101 Dalmations
Elegant she may be… attractive she is not! The evil Cruella spends all of her time trying to catch the 101 Dalmations required to make herself a beautiful Dalmation fur coat. She always has the left half of her hair white and the right half black. Cruella’s name is a play on the words cruel and devil, an allusion which is emphasized by having her country house nicknamed “Hell Hall”.
7. Dick Dastardly Wacky Races
In Wacky Races, Dick Dastardly was one of the racers who competed in every episode for first place in a long and hazard-filled cross-country road rally. As his name implies, Dastardly aimed to win solely through cheating and trickery. His race car, named “The Mean Machine,” featured all sorts of devious traps for him to use against his opponents. Dastardly was always accompanied by his dog Muttley who has a very distinctive emphysemic laugh.
6. Magneto X-Men
Magneto is one of the most powerful mutants in the Marvel Universe, possessing the ability to to generate and control magnetism. A Jewish Holocaust survivor, his actions are driven by the purpose of protecting the mutant race from suffering a similar fate. He is most often shown as an uncompromising militant and has engaged in acts of terrorism when he felt it was for the benefit of mutantkind.
5. The Joker Batman
The Joker is a master criminal with a clown-like appearance, including bleached white skin, red lips, and green hair. Initially portrayed as a violent sociopath who murders people and commits crimes for his own amusement, the Joker, later in the 1940s, began to be written as a goofy trickster-thief. The Joker is considered to be Batman’s arch-enemy.
4. Wile E. Coyote Roadrunner
Wile Ethelbert Coyote seems to have an endless supply of Acme tools that he can use against the innocent Roadrunner. In every episode he attempts to destroy the Roadrunner with a bag of tricks that would make any terrorist envious. Thankfully he usually fails and blows himself up (something else the terrorists are probably familiar with).
3. Skeletor Masters Of The Universe
is the arch-enemy and main antagonist of He-Man. Tagged “The Evil Lord of Destruction” he is the greatest threat to present day Eternia. He seeks to conquer Castle Grayskull so he can learn all of Eternia’s ancient secrets, which would make him unstoppable, and enable him to conquer and rule all of Eternia.
2. Gargamel The Smurfs
Gargamel the sorcerer is the sworn enemy of the Smurfs. He is an evil wizard, though his powers appear very limited; he actually seems to be more of an alchemist as his main ability is to create magic potions. His main goal in life is to destroy the Smurfs. He is perpetually stooped, his robe is worn and patched, and his teeth are rotten. I guess we shouldn’t be too harsh on Gargamel though… he did create smurfette after all!
1. Shredder Teenage Mutant Ninja Turtles
is a villainous ninjutsu master called Oroku Saki. He is the archenemy of the turtles who, at one point or another in every incarnation of the TMNT franchise, has been the main enemy of Splinter and the Turtles. He is also the leader of the Foot Clan. He wears armor which consists of blade-covered metal plaques on his shoulders, forearms, hands (sometimes just his left hand), and shins; he wears a purple, gray, blue, or red robe that variously appears to be simple fabric or a form of chainmail.

WHAT! Magneto should totally be higher on the list. Course that’s cause I’m a total X-Men junkie. I loved the comics and the cartoon series. The movies were, on a scale of one to ten, somewhere around enh.
And where’s Venom? Or any Spiderman villains.
I do agree about Shredder though.

What is you source for “Ethelbert” in Wile E. Coyote’s middle name? I always thought that the E. didn’t stand for anything, but a play on the word “wily”.

to address the point above, #4, i have never really thought about what motivated some of these guys.
as mentioned, Gargamel’s dislike for the little blue guys (and girl).
was Wile E. Coyote some sort of gang leader and the road runner was on his turf? that animosity was never explored.
Cruella was just cold and needed to warm up and there was an ample supply of puppies. seriously, 101 dogs? you would have to come up with some other ideas of what to do with them other than as a house pet. perhaps she was in china or thailand where puppies are just a source of meat and a hide. give the lady a break.
can anyone else come up with a feasible explanation to justify why any one of these “villians” was so wily and dastardly? let your inner dr. phil come out. rationalize their evil behavior.

Well Magneto kind of had a point. Being a Holocaust survivor living in the world of X-Men he only wanted to prevent another tragedy of such a great scale. His problem was that he eventually began to see mutants as a superior race and started engendering acts of terrorism against normal humans.
Shredder is just your average underprivileged youth who started a gang because he was dealt a bad hand when he immigrated to America. He’s a byproduct of racism and stereotypes.
Bluto is just one of those guys. The guy who tries so hard to get the girl and then resents the dorky guy who has nothing going for him except the girls love him (for some unfathomable reason). So he turns to steroids which in turn make him short tempered and overly aggressive and in his quest to impress the girl, he ends up trying to beat up the other guy.

mystern - that is exactly what i was looking for.
as i see it, skeletor is just your average high school kid with a low self-esteem and some facial beauty problems. he hangs out with the other “ugly” kids and is contantly ridiculed and shunned by the star athlete with the perfect blond hair and normal skin color.
“eternia” is a metaphor for being popular and accepted. skeletor, which is a terribly mean nickname for someone with these sort of facial issues…his real name is brian, doesn’t seek to “conquor” eternia, he seeks to be accepted and show that even if you don’t look like mr. perfect (he-man, aka lawrence)you can still be a valuable member of the community.
he has some great ideas for improving life at the school…vending machines, bringing in pizza hut for lunch, hawaiian shirt fridays, etc.

I loved Ninja Turtles!! Even though it was in the same time slot as my other favourite show,Punky Brewster,and my brother and I used to fight all the time to see what we’d watch,and he’d always win,so it became a favourite of mine.This list brings back loads of memories for me

i think that magneto is a bit misplaced in this list. i would place him on a list with lex luthor, venom, apokalypse etc. but these are real comic book villains, not cartoon villains like bluto and the others.

Perhaps my (young) age is showing, but you haven’t much represented the 90s in this list. How about No-Heart/Beastley/Shreikie from the Care Bears. Or Rita Repulsa from the Power Rangers (oh wait, suppose that doesn’t count as a cartoon)? You have Shredder, but what about Crang, the villain behind the villain? Or the Smoggies? What about Brain from Pinky and the Brain? Just some ideas…

I believe that for notable omissions and/or the expansion should include Cobra Commander, Megatron/Galvatron (let’s face it, it was the same character in a new package,) Vicious from Cowboy Bebop, Knives from Trigun, and Khyron from Robotech. If it was a top 16, I’d also include Lex Luthor.

JF: Of course! They represent our fondest childhood memories. The ones we secretly wished we could be like while pretending to beat the living daylights out of them. The (imagined) source of all bedtimes, brussels, and time outs. They represent all that is childhood (despite being villains). We must be protective of them if we are to cope with our adult existence. They were our heroes just as much as the good guys. Who among us owned a good guy toy without the bad guy? Who, I ask, did not fantasize about being the villian on the quest for ultimate power? Certainly not me.

Megatron and Cobra Commander for sure…but what about the Fury Little Woodland creature from South Park? They participate in Satanic rituals, sacrifice their own to Satan and rape the corpse afterwards and they infect themselves with AIDs so they can infect others they rape.

Thanks for another fun list!
Just a couple of things. So many Super Heroes from the comics have found their way into cartoons.
I think that’s why is hard to pick the most evil because it’s almost like two different categories.
(Just my opinion)

The voice of Dishonest John and of Cecil the Seasick Sea Serpent were both performed by my uncle, Erv Shoemaker. He also did other assorted television voices and once appeared on the Ed Sullivan show, though I was too young to have seen that. He also created The D. D. Donovan Show, featured locally in his hometown (at the time) of Elkhart, IN. D. D. Donovan was a hand puppet with a sidekick named Tagalong, both caracatures of dogs, meant as children’s entertainment but also enjoyed by all the adults thanks to Uncle Erv’s knack for mixing adult humor (clean- this was the sixties, folks) with the jokes, stories, and skits that were crafted for children. Truly remarkable. Oh, he was the puppeteer and voice of D. D. Donovan also. I remember how we always went to Uncle Erv’s house during Christmas to be given presents by D. D. and entertained with a private family show.

My grandparents once had a coloring book where Wile E. Coyote actually DID catch the roadrunner. The last page of the coloring book had the roadrunner tied up in a cauldron over a fire; sweating and looking a little nervous. A little violent for kids, I’m sure, but I always liked it because I always felt sorry for the coyote…he was just trying to eat! And to make a suggestion for an additional five? I don’t know, Murky Dismal from Rainbow Brite?

I wish I saw that! I was always a sympathizer for the chasers (Tom, Wile, Sylvester, etc…).
They just wanted some food!
Also, they always went through mass amounts of pain and were ALWAYS on the receiving end of pain.
I remember in one of my favorite episodes of Tom & Jerry (which I was never a huge fan of) where Jerry and a fellow mouse spent the episode playing painful pranks on Tom in HIS home. But, at the end, Tom turned the tables and caught them in a prank and trap of his own. The last shot of the segment is of Tom relaxing while Jerry and his friend are trapped in a glass jar with a cork in it. Even more, if the two popped off the cork, a gun facing them would go off. Pretty grisly and violent for a cartoon segment when you think about it, but it was a nice breath of fresh air.

I would like to communicate with Reverend Will who left comment # 118. I would like to know more about his uncle Erv Shoemaker who puppeted D.D. Donovan in Elkhart Indiana in the 1960’s. He also was the voice of Cecil and Dishonest John. Mr. Shoemaker left for Cedar Rapids , Iowa in the late 1960’s with the puppet Donovan and that’s where the story ends. If Revenend Will would please post a reply to this comment with a way of contact, it would be most appreciated. Thanks!

It is a travesty that Cobra Commander and Megatron do not make this list. Also props to Scrooge McDuck, although technically he was not a villian he could be a mean old jerk to Huey, Duey, and Louis.
